Eastern Europe that covers:

The Czech Republic, Turkey, Hungary, Greece, Slovakia, Russia, Baltic States, Slovenia, Croatia, Bosnia & Herzegovina Romania, Bulgaria, Serbia & Montenegro, Belarus, Moldavia, Ukraine, Macedonia and Albania, as well as the major road network of Western Europe.

Istanbul is included in the western_and_Central_Europe map. Why there, don't ask me! I am using it and except for a few directional errors it's pretty good.

PL-CZ-SK-HU-GR-TR-RU map (v6.50) which is only 75.4 MB has major cities of Turkey. I have tested Istanbul and find it pretty accurate.
