How do I get to have a signature? I've been browsing the control panel for days and don't seem to have an option for it..Can you please enable that? and also Avatars thru URL? How do I do that?

nope u cant have a sig unless you are a mod or super mod or theme master or admin or anyone who holds more power than a normal member

avatar through url? just post the link to the gif or jpeg image at the avatar section of your user cp?

There are rules regarding Signatures and Avataars.

Signatures are not allowed for normal users, only Administrators, Moderators, VIP Members and Theme Masters.

Rules for Avataars are pretty clear. Nothing above 50x50 pixels allowed. You can upload your own custom avataar with the rules permitting. Or there is thread to request your custom avataar.

Browse around or SEARCH and you will find it.

Ur right dimbulb. but, themes master also not have signature option. maybe u see krisnabp or stud have signature, this is because they also a vip member.
