LoL. Even on Mid End PCs, one struggles to make a theme (Given the stratospheric requirements of NTS/Carbide), and, you talk of making a theme on the mobile?? Not possible.

All thats possible is "skinning" using an app like "Theme DIY" (ONLY for S60v3), however, thats nowhere close to making a theme.

Sorry, but looks like you will have to go disappointed.
