Though I suggest MSCEInf v2.0 ([Only registered and activated users can see links]) if you just want to extract files. It's a freeware and multilanguage.
It shows the same things but it's only a reader. I bet that most of you would use these kind of software just to extract files, not to modify them.

That's what WinCE CAB Manager allows you to do. You can create or modify .cab files :)
