i know we have vbag to play gba games...but is there a app that allows nds games to be played on nokia n95??

There is no emu out what i know of, and i doubt they will. The N95 maybe able to run them, but without touch screen it would lack a key feature

I think the n95 would lack the processing to run them anyways, the DS uses two very high speed risc processors i believe. and with the lack of touch as mentioned only a few games would even be usefull on in it.
