or maybe you can try this,

go to
C:\Documents and Settings\All Users\Application Data\Spintop games\Mystery PI The Vegas Heist\SpintopV1000

Edit <yourname>.mse with a text editor like Notepad.
On the fourth line you see level="2". Change it into level='3" and you can play further.
