DictionaryForMIDs is a flexible dictionary that can be set up with an English to Chinese dictionary,an English to Chinese dictionary as well as for an English to English dictionary.

Based on the popular CEDICT English-Chinese dictionary.
No need for an internet connection, the dictionary is directly included in the JAR-file.
New feature: the built-in Chinese Bitmap Fonts allow to display Chinese translations on all cell phones.
Requires cell phone or PDA that supports JAR-files with 5.8 MB.
English -> Chinese: enter English word as usual
Chinese -> English: enter Chinese characters (both traditional and simplified work) or pinyin with tone numbers (e.g. "ci2 dian3") or pinyin without tone numbers (e.g. "ci dian") or pinyin with accents (e.g. "c? diǎn").
Wildcards such as * and ? can be used. Several search and display options are available in the Settings dialogue.

We can only find a "perfect" dictionary for Eng-Chinese but we can NEVER find a perfect Chinese-Eng dictionary.

This is because Chinese characters are much more than other languages. Some characters do not bear any meaning but have specific meaning when it combines to some other meaningless character. (Am I correct mahanmantare mate? :))

To me, Nokia's built in Eng-Simplified Chinese-Eng dictionary is good enough though I must keep this in my phone too...

My e61 cannot display Chinese character, just rectangular holes.
