Hi,
Hmm, can we have a little more information?
1. What router are you using?
2. What operating system is the computer you're using?
3. Is it a wired or wireless connection?
4. Any specific error messages?
The most basic cause for an IP conflict would be that your computer is trying to use an IP already assigned to another device on the network. If it's the annoying 169.254.x.x IP that you're getting, that is usually because the computer is not communicating wit the router's DHCP server correctly.
Honestly, if you are only using the one network, and not moving around (i.e it's a desktop system), you're probably off just setting a manual configuration and foregoing DHCP completely.
But like I said, with such a vague description of the problem, it's very difficult to offer any concrete advice.

try to contact your isp, than ask them to upgrade your current internet connection.
example... from 512 kbps to 1 mbps
