How about trying to repartition it?
Use paragon or partition magic.
Or you can even use XP installation disk. For safety, unplug your HDD on your board. Plug your USB then boot your PC using XP installation disk once installation about to start, it will ask you where to install point at your usb then delete the partitions you will see and create another one. Then turnoff pc, remove usb then plug HDD and turn-on PC. On windows, plug your USB now and format it. Check the size :)
Post your result here ;)

This is the procedure what I told you to try
Or you can even use XP installation disk. For safety, unplug your HDD on your board. You said that it cant be detected now on your PC. Test it to other PC or else it might be damaged. I guess you have a defective or grounded (shorted) usb port.
