I have a Nokia 3250 but when I try to flash it the DEAD phone USB flashing option is not available. When I switch on the phone it shows the operating system in standby mode but after 3 seconds it restarts or switches off. Please help.

You has to use phoenix to flash it and open it the product RM-Something
Do not use scan...Then use firmware upgrade..
And then thick flash dead usb flashing it will ask you to follow some procedures like turn it on and so...
and thats all...Too easy
