Full Europe, yes.

Add maps? If you wanna add other maps like the US, the easiest thing to do is to find another version. Otherwise you have to disassemble the pak files and rename everything. Can be done, but takes some time.

waynebk when those maps are released ? It is march release or more recent ?
If you can get a MD5 or SHA hash from a few random maps please.
