I found a solution for that...I think so, but I may be wrong !

1. Install polish version downloaded directly from developer site (*exe)
2. copy from installation folder (PPC) all *dll and *dat files (these files are hidden so pick SHOW HIDDEN FILES option in explorer)
- GesturesWrapper.dll
- MacroEditor.dll
- PIControlPanel.dll
- PIControlPanelLang.dll
- PIResources.dll
- PISettings.dat
- PISettings_Data.dat
3. install one of e210ay163's version (I installed english version)
4. final part - overwrite installed english version with copied files

Yes it has, but i prefer spb diary for the today screen because it is more configurable. So i use WebIS Pocket Informant + spb diary
