i assume you have a good AV-scanner , with latest definitions ?:D
and you performed a full scan ?
then
mayby
conflicting software , or settings
if its only one folder , mayby corrupt
-use CCleaner
-un-install recenly installed apps
-use system-restore to earlier date
-check in taskmanager what else is running
-what happens if you stop explorer ?
+
- what wrong with format & new install anyway ?
2 hour work and pc is like new :2thumbsup:
[ yes i know , you did not bother to back-up ]:angry2:
edit
you dont need to format
if the error is from windows ,not wrong settings or virus , simply re-install as upgrade , not as new
that way damaged windows-files are overwritten while personal files are kept

First, CONGRATS on your choice (XP SP3)!
Second (IMO), take your time and SEE/KNOW what services are enabled and what app takes so much mem (through Windows Task Manager)... I mean, knowing your system & also a check for malware/viruses is a good idea
