pls check your on/off switch.
then if the problem stil exist change uem

if u have tornado,, try to change in normal mode.. it will put in standby mode.. or insert sim card mode.
if it's so,, just change ut on/off button..

ur phone damaged by water?

1st u have to reflow the uem ic, if still the same replace a new one.
