well i don´t think there is a all in one app that can do that but there are some good camera apps that can do it.
you can use camera fx to add some cool efects on the pics you take or phototwister and to make the quality better use photoacute.
best video player around for me is camcorder pro. all of them are posted on the forum mate just search.
