im using Reliance Data Card, based on plan if i exceed 15gb data usage then the speed downgraded to 144kbps so, is there any way to increase this speed.

buy some more data then, its the limit they are applying on your connection after that your speed will be reduced,

this happens everywhere (on limited data plans)
