Is it possible to get cracked apps on my iphone4, with jail breaking it?

Yesterday I was at the iphone repair shop, and the guy there said he can install apps with jailbreaking.

So my concern is, Is it really possible to add apps to your iphone without jailbreaking (without paying for apps as well).
